|I'm new to road biking and was wondering why tri bikes have the geometry they do and why most use 650c wheels instead of 700c|

|It's built to save the leg muscle a little bit. They are also more aerodynamic. The smaller wheel provides better acceleration because it has a lower moment of inertia.|

certainly the forward design DOES greatly affect handling; but that not the reason for the forward design at all.
primarly for aerodynamics.
