I'm new to road biking and was wondering why tri bikes have the geometry they do and why most use 650c wheels instead of 700c

It's built to save the leg muscle a little bit. They are also more aerodynamic. The smaller wheel provides better acceleration because it has a lower moment of inertia.

also has to do with handling of a bike with the weight so far forward.....

kinda,
certainly the forward design DOES greatly affect handling; but that not the reason for the forward design at all.

primarly for aerodynamics.
