This is more of a cultural question and it has been driving me crazy since the vuelta began.
What the hell is that big, blue, I guess mascot thing that is on stage when they present the gold jersey?? Any info would be great.

|It's been bothering me too. It took reading Michael Barry's diary at Velonews today (along with some additional research) to figure it out. The blue thing is Pelegrin, the mascot of Xacobeo, which is a pilgrimage to St. James.
Now I'm paraphrasing below and I'm probably stating some incorrect info, but:
Xacobeo is the name of a pilgrimige along the Santiago di Compostela. The Santiago di Compostela is a path which leads to a cathedral where St. James is buried and whenever July # falls on a Sunday, people make a pilgramage to the cathedral to get blessed.
The xacobeo.es website was hard to understand but I think that's the gist of it. I still don't know what the blue thing actually is (vegetable, mineral or animal) but the xacobeo is a big tourist event.
