Hey, it's a ceremonial stage only by tradition. If you're asking if a CAT 1 or 2 rider could lose seven minutes to a great Tour rider on a 144 kilometer stage - If that rider got dropped by the peleton - you bet. If you could keep up with your team's drafting (big IF) you'd be okay...

|... I think it is just possible that the cruiser may have a second a mile advantage on Lance's roadbike on an 8% downgrade. I'd expect better cornering at 70 mph, too.
I also think I could have kept up the pack's pace while the were passing the champagne glasses around and patting each other on the back.
