As I'm sure most of you know, the French Government has presented Lance Armstrong with a bill of several hundred thousand dollars for his winnings on the 1999 Tour de France.

My understanding is that Armstrong did not receive a check for his winnings, the check was made out to USPS and is divided among the team. Furthermore (and this is what gets me), NO OTHER RIDER who has won the TDF has been presented for a tax bill for the entire amount of their tour winnings, since it is indeed customary to divide the winnings between team members.

Does anyone else have any info in this, particularly the rationale of the French government for going after Armstrong?
