|to get someone off your rear wheel.... to abruptly change line and accelerate to expose them to the wind, gap them, and make them 'go away'.
or, in a more agressive move, to kick the rear wheel backwards or sideways to physically hit the front wheel of the rider behind you.
In polite circles, the first method should be performed several times before resorting to the bumper bikes method.
Is it "bad"? Bad is such a 'grey area'..... ;)

|the term flicking comes from the German "ficken", which I won't translate here.
In a nutshell, it means to screw someone over, usually in a vengeful manner. For instance, Jacky Durand is not well liked in the pro peloton as he has some well known habits such as holding onto cars on climbs to be towed up the hill, so he is often a flickee.
According to Frankie Andreu, there are about two hundred ways to get flicked. You can "gutter" someone, by forcing them to ride all the way hard on the gravel shoulder in an eschelon. You can shut them out of the paceline, which is often worse than guttering, meaning you force them to head the 2nd row on an eschelon. You can casually close holes on them or subtly pinch them over into "road furniture"; not with the intent of crashing them, just forcing them to brake and/or take a longer route and thus lose position. You can let gaps form while they sit on your wheel, then accelerate across, forcing them to work twice as hard to cover. You can "half-wheel" them on a pull, forcing them to work just that couple seconds longer each time they pull through in a paceline... The list goes on and on and on. Some of it is tactical, some of it is aggressive, and some pure spite. Very rarely does it ever involve crashing someone.

|I'm familiar with the term more from the track than any other racing. 'Flicking' another ride would be done if you are down-track from them and moved up suddenly... causing them to have to go further up-track to avoid you. This is mostly used to try and keep a stronger rider from coming around a weaker one. Most of the time officials will regulate or DQ someone for this... depending on how obvious it was and when/where it happened.|

|In track racing it is known (also?) as "hooking".
It is not illegal and is done all the time. You would be disqualified if you made physical contact but that is not the object of the hook. It is to cause the outside rider to take evasive action to unsettle that part of his/her ride.
In a sprint over the last 200m if the rider holding the pole line or sprinter's lane does a hook and moves outside that sprinter's lane, he/she would be disqualified but only if the officials were of the opinion it affected the result of the race.
Experienced sprinters can execute a mini hook within the sprinter's lane and be legal.
