What is the difference between USCF and USAC? Are there two different licenses and two different types of licenses or are they the same?

how long do the licenses last? 12 months for the calendar year or 12 months from the time the license is issued?

The is no USA Cycling license. As noted, you license in the particular area, road (USCF), mtb,...

They expire 12 months after issue, not calendar year.

USAC is the bogus parent organization of the USCF. they run NORBA and one of the BMX organizations too.

The scam is that you must pay seperately for racing licenses between the three sports. That's why you'll see an awesomely fit rider show up to race in a Cat 5 crit or road race, and it turns out they are racing expert in mountain biking...Likewise the Cat 2 and 3 racers who show up and kill all the guys in a Norba "sport" or "beginner" race.
