I raced in my first crit a week ago (citizen masters) and while I was waiting for the start I looked around and said to myself, "What would I do if it starts raining?"

Should I have a set of all-weather tires with me? What if it starts raining after it is too late to change tires?

Just be careful. Other than not having old, dried up tires, I'm not aware of any that are much better in the rain. Sipes don't matter, as you won't hydroplane. I suppose soft rubber might help, but then you might make it more likely to pick things up and get a flat.

I might drag the brakes now and then so they will be a little drier in case of panic braking (which you should avoid, anyway). I little less tire pressure may be in order, too.

Just be careful.
