1) Are disc wheel covers for rear wheels legal for USCF time trialing (clearly they're not UCI legal)?

2) Does anyone still sell them? Where?

I have a related question. Do disc wheel covers work? How well? I seem to recall reading years ago that they did not work due to the fact that the area where the cover met the rim was not seamless - that covers did not diminsh aero drag. Seems to me that if they did work we would see them in triathlons, etc. Anyone know? Thanks. David Krahulik

My understanding is that you are really trying to block out the effect of the spokes (as eggbeaters of air). Theoretically, they work just as well as carbon disks, but they have lost favor because they're not as "cool". Likewise, they are not UCI legal because you're not allowed to have anything that creates aero advantage unless it is "intrinsic" to the bike or wheel itself...
