Ave. Cat. 4 vs. Good Cat. 3 by Region.Canidraftyou

This question may have been asked in the past, but i'll ask anyway. Is there much of a gap between Cat's from one Region to another. Would a Ave. Cat. 4 in Calif. be able to compete with a good Cat. 3 group in Northern Maine. Would the concept apply? "Your only good as the compition." In the same breath, what three States produce more racers? My guess would be California, Texas and Colorado. What do you all think.

Peace out,

i have a friend who was out west for a while...when he moved here to NH, he was amazed at the size of the fields out here...
i would say there are quite a few good riders coming out of the new england area (especially mass)
