Can anyone find the Congressional Budget Office report he is referring to when he talks about $1.5 billion (out of 4b) being unaccounted for every month in Iraq?

I'm not sure if it's the correct one. This seems to be directed to the sustainability of maintaining the current force structure in Iraq. It might not be what Kennedy is referring to, but there are lots of cost numbers in the report. Tellingly, the report does say:

"the Army does not have enough active-component forces to simultaneously maintain the occupation at its current size, limit deployments to one year, and sustain all of its other commitments."

So it is time for us to kiss & make-up with the UN if we are to rotate out units within one year of deployment. Scott's comments below that the renunciation of the Saddam-9/11 might be clearing the way for a Euro-American reconciliation seems consistent with our current over-commitment of troops.
