The Iraqui quoted in the article about being afraid of being sent off to jail may not have been far off the mark, given the evidence that the CIA was instrumental in installing Saddam's party into power:

|I am sure they still can. What better place would there be for a terrorist to hide than in an Anti Iraq group. Look at the 9/11 hijackers. These were not strict fundamentalists hanging out on mosques. They were going to strip clubs and renting hookers. They tried blend in as best they could.
Outside of winning the coldwar, Reagan's foreign policy was not very good. He boosted or supported some pretty evil dictators & governments, including Iraq. Breaking up the eastern block makes up for some of the faults though.
