they've got us!!!! It is true there is nothing you can do directly since their price structure is legal, and has passed thru many beaurocratic levels to be so.
I guess we can buy phone cards (not sure, I havent lived in usa for 9 years), use our credit cards (may be less expensive), or if we do have to use at&t, ask the operator beforehand how much the call will cost. Finally, there must be someone on this board who can at least attempt to explain why at&t does what it does. If no one does explain, or try to do so, I take that as an admission of guilt on thier part.
(also read my rant about outrageous int'l shipping charges above- it will evoke the same/emotions).

For $30 a month, I get free long distance and more minutes than I can use, plus unused minutes carry over. You should be able to find similar plans for similar prices.

It's hard for me to justify a land line right now. It costs about $15 a month, even if I never make any calls!

There's a new 'disposable' phone coming out that has a fixed number of minutes for a $40 fee. Perfect for people who want the really occasional convenience of a cell phone, but don't need one all the time.

from Ace Venture!
A scene where a lieutenant police officer has taken dan marino and jim carry hostage with a gun. She picks up her cell phone to call someone. Carrey stops her and alarmingly says "Be careful with that phone lieutenant! Over time you COULD develope a tumour!"

I signed up with AT&T in the middle a the month. For some reason AT&T goes from th first of one month to the next. Meaning hat if you begin ad the middle of the month your free minutes are prorated and once you exceed them your per minute rate increases drasticaly. I got my first bill and wa like WTF. Yup, i exceeded the prorated they like colker exceeded the free minutes for the prorated month and then was reamed.
