|What it means is to cut the opposite ends of the bottom bracket or head tube so that they are perfectly flat and parallel. Cleaning out the bottom bracket threads is typically included in the job. In real life today I think that there is more concern for paint irregularities in those areas than inaccurately machined framesets.
I doubt a typical neighborhood bike shop will have the tools to do this job very precisely. If you want the real thing, you'll have to find a shop that specializes in selling and building high end framesets.
