perhaps "crown race" - the metal ring that fits on the crown of your fork and acts as a lower bearing race?

perhaps a "bearing race" - a metal piece inside one of the cups?

One description says: 1" 26.4 and the other is 1" 27.0 race.

It's for a FSA headset on chucksbikes.com

There are two standards for the pressed portion of the one-inch fork crown. The JIS standard is a 27.0 race for a 27.1 fork crown. The so-call Euro standard in one-inch is a 26.4 race for a 26.5 fork crown. The two races are not interchangeable. You will need to measure your bike to know which is being used. You still see both about. See for more standards- http://www.parktool.com/repair_help/howfix_headthreadless.shtml
