This is a picture taken during Stage 9 of this year's TdF. If you have the DVD or a video of the stage handy, you can see that Lance both pulls on it (like a brakelever) and pushes it (like a shifter).

He has both a rear brake (duh) and a second chainring, so I can't figure out what it is. Come to think of it, he uses it on a bunch of stages, including 15 (Luz-Ardiden).

it is just a brake lever. dont know when youve seen him push on it. he has a dt front shifter on that bike.

He uses a downtube shifter to shift the chainrings on his mountain rigs to save weight.
