Could it be that it is really 'weighted' with the max of 2:30?
An example:
The slowest team comes in 5 minutes down they are given 2:30 penalty
The other teams are given their time gap * (2:30/slowest)
ie telekom come in 1 minute down on the fastest and are awarded the new weighted value of 30 seconds down (60*(150/300)).

This would have some interesting effects - the slowest team could 'sit up' and devalue the hard work being done by the faster team. In the example above - to help telekom the slowest team could slow down even more lessening telekoms gap to under 30 seconds.

LeBlanc seems to want to throw everything up in the air this year - I know I'll be watching !
