What is more important in fitting a bike top tube length or seat tube length. My idea is that the top tube is more important since you can not really change stem lenth since that will affect steering but having a little extra seat post showing is really not that big of a deal. Am I correct?

However, for most people, the two go together quite well so you're not compromising one for the other. Further, a couple of cm either way on the stem will not significantly effect handling. If my proportions were such that to get the "right" seat tube length I would have to have a very short stem, then I would focus on TT length. And don't forget, that you have to consider seat tube angle along with TT length.
