does anybody working at the FBI or CIA have access to image enhancement tech? What does the sticker on the down tube say?

Its a protoype frame that requires no effort to move foreward. One day some guys in black outfits from WEBO (World Energy Bar Orginization)came to his house and told him he could keep one for himself but if it was to go into production they would do whatever nessesary to protect power bar sales. And they could not guarantee his safety.

It looks like a frame made by Trigon, a taiwanese contract bicycle frame manufacturer. They have some 'stock' designs that are similar.

However, there are at least a dozen companies in Taiwan that could have made the frame in the picture.
