Q for Specialized bike owners about sizingGerbila

I have a question about how Specialized sizes their road bikes. I was looking on their website and couldn't figure out if the measurements given for TT length are effective TT or actual TT. With their compact geometry this would make quite a difference. Also, does anyone know what stock stem lengths come with the different sizes? TIA for your help.

Specialized...."Top Tube length is measured horizontally from centerline of head tube to centerline of seat post"

whereas materal TT is from the center ofthe seat tube to the center of the head tube?

specialized use's effective tt length in the geometry spec's to help avoid confusion and easy comparison to other bikes when you are just looking at the charts.
