End of the road for funding bike and trail projects?Mike P

We need you to call your US Representative and members of the House Appropriations Committee TODAY to fight for our nation's trails and greenways.

A congressional subcommittee voted last Friday to eliminate most federal funding for bike and trail projects in 2004. We need to move quickly to restore this very important funding. Please make a phone call today!

Background:
Funding for the Transportation Enhancements program was eliminated from the 2004 federal budget passed by a House Appropriations subcommittee. Transportation Enhancements is the largest federal source of funding for trails, walking and bicycling.

If the budget is approved, there will be no funding for Transportation Enhancements projects anywhere in the country in 2004. The Enhancements program has helped build nearly 8,000 bike and trails projects across the country, and has been the source of more than $1.5 billion in federal funds going to bike and pedestrian projects since 1991.

The bill now moves to the full House Appropriations Committee. The vote will likely come within the next week.

IMBA Asks You to Make An Important Phone Call:
1) Call your US Representative and your state's member of the House Appropriations Committee (list below). If you are unclear who your US Representative is, visit http://www.house.gov and type in your zip code. All members can be reached through the US Capitol Switchboard 202-224-3121.
2) Ask for the staffer that works on transportation issues or his/her voice mail if unavailable.
3) Introduce yourself and your club or business if representing a group.
4) Ask them to "restore funding in the 2004 Transportation Appropriations for Enhancements and other programs that help diversify our transportation system - do more than just build highways."
5) Talk about the value of bicycling in your community and tell them about

6) Enhancements has built nearly 8,000 bike and trail projects in urban and rural communities across America since the program's inception in 1991. Enhancements supports a variety of community transportation projects including pedestrian and bicycle facilities, rail-trail conversions, acquisition of scenic and historic property, historic preservation and improvement of streetscapes and landscapes.
7) The program is extremely popular because it provides tangible benefits to communities.
8) Enhancements projects provide safe, convenient and enjoyable places for physical activity, an important part of the national solution to combat obesity.

and here on the front page of the new Bicycle retailer and industry news I rec in the mail yesterday is a big story titled Cyclists await Super Bikeway in Indiannapolis.... seems They are building a 7-mile long loop called the Indianapolis Cultural Trail, that would circle downtown and have sub trails running off the main trail, They estimate the price tag to be around $15-20 million, sounds very elaborate if it is passed , it will have a two-directional bike lane and seperate sidewalk for pedestrains, If approved they say construction can take anywhere from 2-15 years, the mayor of the city is backing the prop[osal and trail, still sounds like a long way in planning apoproving stage to go hope it passes.

Great idea, a hub and spoke pattern of a bike transportion grid, more efficient use of land than randomly placed intersecting straight lines.

Build it and they will come, despite the doubters and nay-sayers and those who are profiting from the way things are. Anything new outside the mindset of auto culture takes time for people to embrace. The Washington DC METRO was like that. "What a waste of money," alot of people said. "There's no way you're gonna get me out of my car!" Now tens of thousands of riders wouldn't know what to do without the METRO. Back in the late 60's and early 70's small cars were considered vulnerable, wimpy. So Detroit built huge aircraft carriers, luxury not safety, very much the same as with SUVs today: "bigger is safer," even if SUVs roll over 5 times as much as cars do.

"The word is out on the grapevine that a House sub-committee has voted down funding for "enhancements" previously mandated by ISTEA legislation as part of Federally funded road designs. These enhancements include walking and biking trails to promote exercise and set in place alternative routes that enable going someplace without using a motorized vehicle.

"We are very fortunate to have these enhancements in our area: the Washington and Old Dominion Trail, with connecting trails along Fairfax County Pkwy., Baron Cameron Drive (in Reston) for example, and bike lanes on Dranesville Road, make traveling possible by foot and bike, off the main roads.

"Governments often consider these modest trails as frivilous, having no economic value. That is short-sighted. The rights-of-way these trails occupy provide greenways through what would otherwise be urban sprawl. They civilize high speed throughways with flora and human activity that impacts the environment in beneficial ways rather than destroy it. They add a calming effect on activity, noise and pollution. They increase property values, and always contribute to the quality of life in a community.

"ISTEA should not be gutted by greedy, self-serving, auto and oil interests. If we want livable communities, we should invest the time, energy and money to build them, not bury our heads in the sand."

Back in Texas legislators wanted to ban biking on some of the farm-to-market roads, so they could bomb along narrow two lane blacktops at 70 mph, and stay at the top of the statistical charts of highway deaths. Cyclists and hikers spoke out eloquently and in sufficient numbers, that the bill was canned. Even if legislators get six letters of protest, they'll think twice about the legislation. We must educate them on our point of view. That's all it took with the Texas legislature. Once many of them were no longer ignorant of the issues at stake, they changed their minds.
