I have an oddball seatpost diameter (31.6mm). I could shim down to a 27.7 to have more post choices, but would there be any technical (strength, weight, other) or cosmetic reasons not to?

I did this as a "temporary" fix on a bike that my LBS installed the wrong size post. It worked quite well. Just make sure you flange the top of the shim outward a little bit so that it doesn't slide into the seat tube when you need to adjust the height.

31.6 mm seatpost has a very unforgiving ride. The shim and thinner seatpost give a more comfortable ride. My mountain bike has takes a 31.6 that I paired up with a Thomson seatpost. I felt every bump, so I upgraded to a 27.2 Dean Ti seatpost and a shim, and the bike rides like a dream.
