This seems to happen occasionally on rough roads and winds described above ,,, just changed rear rim to a mavic 33 36 hole rim ,,, could this be the cause? Didnt have this problem before i changed rear rims... anyother suggestions

Are you saying you re-built the rear wheel with a new rim, or did you just replace the wheel? Do you get the vibration only on rough roads (with wind)? Is it something you feel through the pedals or through the saddle and handelbars? Does it stop when you coast? Is it speed independent? What happens if you swap rear tires? Can you go back to your old "rim" (wheel?)? Etc.

i replaced the rear wheel ,,, it does seem to happen more during windy days as mentioned ,,, felt more thru the pedals and seat and only occasionally ,,, funny you should mention tire swapped rear tire about 300 miles ago ,,, same brand etc turbo armadillo 700x25 ,,, could it possibly be bb ?

vibration is hard to chase more information needed. I'd check bike for loose parts, for play in rear hub axle, loose headset, under tensioned/untrue wheel etc
