Is it safe? Just to stretch out a new tire

... as long as the rim/spokes/hook don't damage your base tape... there's little risk.

I use old, crashed out clincher rims to store, and pre-stretch my tubies. That way, all I have to do is to put them on a proper tubular rim overnight at 100 psi to finish the job. Just don't inflate them over 30-40 psi on clincher rims. Because of the shape, it's possible, but not likely to damage them.
