At 117.1kph/72.74mph, Canadian Sam Whittingham is the current holder of the world land speed record for a human-powered vehicle.
On 13 October 2000, during the World's Fastest Bicycle competition, held at Battle Mountain in Nevada, USA, he broke the previous record of 110.6kph/68.73mph. Held by American Chris Huber, it had stood for eight years.
Riding Mephisto, Whittingham covered 200 meters/656ft in just 6.15 seconds. In fact, during the invitational event, he recorded two additional times which were both quicker than the previous record.
It is thought, due to the limits of human power, the fastest such a vehicle can go is about 144.8kph/90mph.

John Howard did 152mph behind a dragster fairing of sorts. It put zero drag on him. It was in 1985 I think it still stands as the fastest motor paced.
I think recumbent is set at 72mph by a canadian back in 2000
I dont know of a regular upright bike speed record??

|Fred Rompelberg beat the record in 1995, 166.945mph. His site has all the land speed records since 1936. Paced/dragster type only, so no HPV or traditional bicycles.

|I picked up a bottle of Snapple while I was out earlier and there was a bit of cycling trivia under the cap. In 1985 152.2mph was reached on the Bonneville Salt Flats while drafting behind a vehicle. The link below details this event.

|I don't know if this counts, but I read in some cycling mag a while ago (in the last 2 or 3 years), that some guy covered a kilometer - from a dead stop - in under 1 minute. His top speed was something like 60 or 65mph. He did it in a velodrome on a track bike (with aerobars, I believe). I don't know if that's the top speed record for a upright bike, though.
