I am presently using a Thomson 120mm, 5 degree rise, no spacers. I want to increase the drop (top of saddle to top of bars) by 12 or 13 mm. How many degrees of decrease in stem angle is necessary to lower the bars the 1/2 inch I'm looking for?

Assuming that you have a 95-degree stem, which the MTB folks call a 5-degree rise, then you don't have many options. A 90-degree stem would reduce the rise by about 10mm. There is not a lot of choice in 90-degree stems. An 84-degree stem would reduce the height by about 22m.
