Having once used one, I can tell you 2 things:

#1: He has the stem too high. It's past minimum insertion depth.

#2: Nitto stems are made for 25.4mm diam. bars. Cinelli bars are mostly 26.0mm. Somebody forced that bar in.

You can get the technomic in 26.0 fairly easily. Rivendell or Peter White Cycles. It does look like it is past minimum insertion though.

why do folks here seem to spend so much time searching out "bad" stem setups? Its not as if the existence of spacers and riser stems threatens our extinction.
