I see no benefit of 700x20 over 700x23. There are several theories and some tests which tend show that 700x23 has less rolling resistence and 700x23 has a better ride. You can run lower pressures with a wider tire. Actually, rolling resistance as an impediment to going fast is so far down the list of things to worry about (with normal road tires) as to be a nonissue. Now comfort, that's a different story. Fatigue in a long road race can play a significant factor. Go for comfort.

Now, if you're talking crits, definitely don't go 700x20. Rock hard tires skipping around tight corners can be a danger to you and others. Traction is important. So I think 700x23 is the way to go (maybe even 700x25?).
