let me elaborate: it says that there were "no big changes in the pecking order" from last year. i'm confused...when do these rankings start over again?

You earn points by winning races. The bigger the race, the bigger the points. World Cup races carry significantly more points than a small race in France. Winning the World Championship is huge.

Winning a grand tour is also huge. For stage races, you can earn points by winning stages, wearing the leader's jersey, and winning the overall. In stage races there are also points for the winner of the mountains and points competition.

Lastly, you can earn points for the overall World Cup competition. Bettini won the World Cup last year.

The points you earn this year expire after a year. In other words, Lance will lose a lot of points on day one of the Tour de France. He'll earn them back and maybe more if he wins the Tour again and a couple more stages. If he doesn't race or do well in the Tour for some reason, you'll see him plummet from the standings.
