Actually, it comes from the verb "venir," which means "to come." Therefore, it roughly translates to "COME ON! COME ON! COME ON!"

I saw it in a VeloNews article a few months back. I've also heard various directeur sportifs scream it at their riders.

According to http://babelfish.altavista.com/babelfish/tr, it literally means "come", so "come-on" is probably correct.
