frame size quoestion on Strong framegsxrawd

'm looking at the Strong frames by Carl Strong. The signature series- Hyalite frame is the one I'm interested in. I'm really confused on the sizing http://www.strongframes.com/frames/hyalite/
for example a size 51 will have a seat tube length of 54cm center to top and top tube of 52.5cm. It seems odd to me that a size 51 will have a 54cm seat tube, is it a typo or what? or there is a lot of seat tube extension?
center to center frame sizing...C-40

The standover heights indicate traditional center to center frame sizing. With c-c sizing the seat tube would typically be 3cm longer than the frame "size". It takes at least 1.5cm just to make the seatube even with the top of the top tube and another 1.5cm to accomodate the seatpost clamp.

I think Carl measures seat tubes ... i.e. the length of the tube from the top of the bb shell to the top of the seat collar.

If you have any questions, call him. He's a great guy. I have two of his bikes and have been very happy with both.
