Is there a way to convert vertical drop outs to horizontal to build a single speed?Is it necassary to have horizontal drop outs to build a single speed?

If the frame is steel a builder can easily change the vertical drop outs to track drop outs. However, you may not have to go that far. Some single speed bikes work fine with vertical drop outs depending on the gear combination you choose (affects the chain tension). If you are using only a freewheel and not a fixed gear, there are several chain tensioners available. I like the new Soulcraft Convert:
