|i'd like to raise my threadless stem a little bit, but the top of the stem is above the top of the steerer tube (as in i don't have any spacers above the stem). How much higher on the steerer would it be okay to have the stem?

|to be 2-3mm above the top of the steerer, and that's it. Other than that, you're really not getting much interface, so that the stresses on the stem are going to be that much greater, and, particularly if you have a carbon steerer, the stresses on the steerer may kill it.
Wouldn't do it.
There are other things to do, such as turning the stem over or getting a riser stem.
