what is the difference between the two? thanks in advance for your help guys and gals!

Clinchers require tubes, tubulars have the tubes sewn in them. They require different rims.

... note too that most tubulars are glued to their rims (the exception being Tufo tubular clinchers... which are tubular tires with a clincher bead).
