|If a guy has a Tiagra bike that works fine but is heavier than desirable, where would one notice the most improvement in terms of upgrade---- a Dura Ace bottom bracket/hollowtech crank or a nice carbon fork?
(I'm always telling this dummy "work on the engine, work on the engine"--he just won't listen.

|You will most likely not notice any difference in a bottom bracket or cranks aside from weight. A carbon fork may give you a little nicer ride, but may not be that noticable.
If I were you, I would keep the Tiagra bike for a rain bike and throw some fenders on it and spend $1000-1500 on a mail order aluminum ultegra bike, if you want something a lot lighter right out of the gates. My race bike is full dura ace and weighs in at 16 pounds and my rain bike is close to 28, and to be quite honest I don't notice much difference when I am riding either of them. The race bike does feel a little lighter after riding the heavy bike all winter, but besides that the difference is really minimal. Like you said, I would work on the engine and just make sure that any bike you ride shifts and functions well.

I can say from personal experience that going with an all carbon fork (1-inch, Look HSC2) to replace a chrome fork on my otherwise lightweight steel bike made a huge positive difference in comfort and handling. Others may have contrary experiences. I also went to a threadless headset. The new combo saved a pound or more.

|If your friend has bought an entry-level bike that is equipped with Tiagra components, it may very well be that the frame is lightweight aluminum with racing geometry. Many manufacturers offer these packages. Often the frames are the same or similar with the price differences being in the componentry.
If this is the case, then upgrade the drivetrain. The Tiagra triple crank and the UN-52 Bottom bracket weigh a ton. If you change that out for either an Ultegra crank w/ either an Ultegra or DA BB, you will notice an immediate difference.
I'd strongly suggest trading out both derailleurs, too. The Tiagra FD weighs a ton.
Of course, I reiterate that all this is predicated upon the fact that we are talking about a lightweight frame. If the frame is heavy, then the law of diminishing returns kicks in.
After the drivetrain is upgraded (the DA BB is awesome if you maintain it), I suggest that you get a decent wheelset. Nothing fancy. Ultgera or DA hubs laced to good,light rims 3X will be fine.
Set the shifters as low priority. The Tiagra shifters aren't that much heavier (remember how we went on about STI being too heavy when it came along?) to throw away for weight savings. The are extremely durable and work well. When they're worn out, then upgrade them to DA or Ultegra.
By doing these kinds of very affordable upgrades, you can turn a so-so bike into a high performance vehicle.
