New pedals..."stiff" axle...what gives?mmquest

I bought a pair of the new Time Impacts a few months ago and have yet to mount them as I am still waiting for my new frame. I noticed the other day that one of the axles seems fairly "stiff," i.e. you have to put a fair amount of force into it to spin the axle (and I'm talking relatively here...its not difficult to spin the axle). For example, the axle is stiff enough that, when holding the axle, the pedal will stay in whatever position you place it in, instead of rotating to the same position when you release the pedal. However, the axle is smooth; I can't feel the bearings binding at all. Is this just a case of a stiffer bearing that needs to be worn in or do I have a bum pedal? If it needs repair, can I do it myself?

noticed same on the last 5 pair of new pedals i purchased. look and wellgo. forgot about this after the first 100 miles, as it went away with use.
