CHARGED IN HIT-RUN: A 44-year-old Dover man was arrested Monday night in connection with Saturday's fatal hit-and-run crash that killed a bicyclist from Clayton. State police said a tip from Delaware Crime Stoppers led to the arrest. State police charged Allen J. Kurtz with first-degree vehicular homicide, leaving the scene of an accident resulting in death, driving on the wrong side of the road and failing to report a fatal accident. Kurtz was committed to the Delaware Correctional Center without bail on the first two charges and $200 bail on the remaining offenses. The victim, William W.C. Casterline Jr., 25, of Longridge Road, died at the scene after being struck on Kent 42 about 7:35 p.m. by a 1986 GMC C15 pickup truck that crossed into the north lane. Monday, police received the tip that directed them to a residence in the first block of Rose Dale Lane. Police said the vehicle parked in the driveway of the home had front-end damage, a small tire impression on the bumper and damage to the grill and hood consistent with a vehicle striking a bicycle and rider.
