What's the best way to get rid of or arresting rust inside a bottom bracket cluster and then preventing rust from reforming?

You can find what looks like a brass toothbrush at hardware stores. Use that following the threads inside of your bottom bracked shell to get the rust out. I'd put a thin layer of grease on the inside of the bottom bracket shell to keep rust from reforming.

Other options for preventing rust from reforming are removing the seatpost and hanging the bike upside down after every rain ride and possibly drilling a small hole in the bottom of the bottom bracket shell.
