Try Tucson or Phoenix in February. Each has got its fair share of hills and an active cycling scene. You're likely to encounter cool evenings and mornings and warm afternoons. You can also ride through some real old west towns.

Yep, Tuscon is where I'd go (have gone). Great cycling scene, lot's of hills, good coffee shops, good bike shops.

Central florida has some small hills(up to 250')that give some variety.

Arizona unquestionably. I live in Tempe and the mornings are cool, but by midday it is great outside. Our season starts in january and goes through June. There is a race every weekend from mid January through June. Lots of roads, friendly people, and great weather all make for a great scene. Bring a mountain bike too, there are tons of trails around, Sounth mounatin, Hawes in Mesa, and if you don't mind 40's-50's you can ride in Sedona too. If you have any questions feel free to ask. Oh for the record, it is a plesant 96 outside today.
