What is the best way to remove a beaten and battered protector, without lifting the powdercoat with it?

I just bought a used Vortex frame and used finger nail polish remover to take off all the old decals which were cracked. It being a solvent, it should work. I bought the bottle at a dollar store, obviously for a $1.

Try a hairdryer to soften the adhesive, a heat gun could impact the paint. If it's still hot and sunny where you are a few hours of heat and sunlight could help soften things up too.
