Divide 60 by nineteen and multiply it by 9. That is your average spped of 28.4 miles per hour.

so in your example 19 minutes as a fractional expression of an hour is 19/60 or.316666667. 9 divided by that is 28.42 mph.
Or, how about FPS?Breakfast

I like to know feet per second.

9(miles) x 5280ft.= 47,520ft.
19 min. x 60 sec. = 1140 sec.
47,520ft. divided by 1140 sec. = 41.68 fps
41.68 fps x 3600 (secs in 1 hour)= 150,048ft.
150,048 divided by 5280 ft. (in a mile) = 28.418 mph avg.

I'm no math wizard so you get the long method.
