Can I screw a lock ring and cog on these and make them fixed for fixed gear riding?

No but you can use loctite.MB1

The lockring is a smaller diameter than the cog and reverse threaded so the forces from pedaling tighten the lockring. You can tell a track hub by a step in the threaded portion.

can always but an english BB ring on it. Not the same but its SOMETHING (coming from a guy who often uses nothing, and never had any problems)

Cool looking hubs... I think rear spacing on BMX hubs are 110mm. You might have to add spacers to get 120 or 126 spacing.

New axle and spacers to get appropriate locknut spacing and dish.

You can use these for a fixie, and use an English BB ring (as stated elsewhere). Get it on there TIGHT, and a bad of green LocTite isn't a bad idea.
