You don't say what your criteria are (handling, durability, weight, flat resistance, etc.), but if we assume you're talking light weight road tires, then Conti GP3000, Michelin Axial Pro or Pro Race, Vredestein Fortezza TriComp all have pretty good reputations. Veloflex gets an honorable mention. There's really not that much difference between them, so it makes the most sense to shop by price.

Two tires I've found that are inexpensive are the Michelin Hi-Lite Prestiges (around $24.00) and the Ritchey Tom Mix Slicks (around $20.00). Both are good tires. I've had mixed results with Conti GP 3000's. I've had some that last up to 2K and my last rear tire made it to 800 miles. The Performance Forte Pro Kevlars, aren't bad either along as you stick to the recommended 120 max psi. I was running them at 130psi and had to toss 2 tires because the sidewalls developed bulges. I never buy any tire unless they are on sale. I like the Toms Slicks but I don't think they make them anymore. First road tire I've seen that has a rotating mounting direction.
