700 is the theoretical diameter of the tire in millimeters.Spoke Wrench

C refers to the width of the rim as in a, b, c or d width, like in shoes.

Since a 700d tire is wider than a 700c tire, a typical round section will also sit higher up on the rim. Consequently, a 700d rin has a smaller diameter than a 700c rim.
