I was looking at Vittoria's website, thinking of purchasing a pair of Action Pros, and I noticed that almost every model they offer come in the 700x20 size. I don't see this size too much in American made tires - Is this an Italian thing? What are the advantages of these over larger width tires?

The only really good reason for the average cyclist to ride 20's is that Performancebike.com and other online retailers more often sell them at discount than the 23s, 25s and other more common sizes.

I've never ridden anything narrower than 23s, but those who have say that the ride is a bit more harsh... YMMV.

but the ride is, I believe, harsher. in Singapore, most people apparently race with 20s as the roads are smooth. in Michigan, only madmen and college students who can't afford (or in my case, didn't know) better race with 20s.
