How many times/week are you riding? What are the lengths of your training sessions? For how long have you been riding?
I've been grappling with the same issues, because my climbing has sucked. I'm an older dude (43), so that my recovery times are going to be a bit longer. Now that the second grader is out of school and no longer needs me to get her little butt ready in the a.m., I'm going to do hill repeats once or twice per week, along with a group ride that includes hills, to make sure that I get in some work without burning out.
I think that what you need to do on the hill is go for intervals at a reasonable pace for like three minutes. The training will come in not from the length of the hill but from the amount of time you can spend humping at the pace you are seeking. Your pace should improve bit by bit, as well as the length of time you can keep that pace. Make sure that you recover between intervals, so that you can hump the next interval.
I'm not the best person to answer. I thought that I would lay out my understanding, so that someone with better knowledge can help us both.
There are one or two threads on the racing board right now on this same subject.
