A recommendation for a good fixed gear bike in the sub $1000
price range.Any info you may have would be agreat help.

Bianchi Pista; can get for around $550, then add a front brake and lever. I've had mine for about 6 months. Works fine. I also added RivNuts for 2 bottle mounts, thanks to a fellow poster here.

I hope I don't step on any toes, Doug, 'cause I bow out to the man! But if he's considering a fixed gear for road use, he might want to look a the Pista SE at Harris Cyclery (www.sheldonbrown.com/harris). Basically the same thing, but it comes with the front brake already installed and a dummy lever on the other side. Sure you can buy everything and do it yourself, but this is a turnkey package. Just a thought!

any good '70s or '80s road bike.

can be had for about 100 bucks
add a 20 dollar sprocket.

You should be able to get a Fuji for about $450-500. THey have a couple of models I have seen, one steel and one aluminum. You could also build up a Surly Instigator or Soma Track Frame fror well under $100.
