I would like to get my girlfriend into cycling and I want to buy her a road bike. I'm looking to spend about $800 to $1000 on the bike. She has never been on a road bike before. Any suggestions as to what might be some good makes/models? She is 5'4".

In this range, bikes will be fairly comparable, though if you find one on sale this obviously changes the picture. You'll get lots of bike for a first time rider for $1K. However, it is most important that you get the fit right, and that is worth more than any particular change in component or frame specification. Poor fit will turn a great deal into a waste of money. Make sure she is properly fitted - these fit calculators will get you some numbers that should be pretty good. Rely on them before you rely on the bike shop unless you are certain that they really know what they are doing.
