Do you mean "create" a team or earn a spot on an existing team? To create a new team - you pay money to the USCF and VOILA - you have a team. By the way - a "team" can be one person (at least that's the way it used to be). To earn a spot on an existing team - train, race, win (or place), repeat over and over and over till someone notices you. Start with your local club (most have a "team" that gets some sort of sponsorship).

what does UCSF stand for?

I think you mean USCF which stands for the United States Cycling Federation. A governing body of cycling in the US. It does have a smaller competitor known as the ABR, or American Bicycle Racing. There are five levels in USCF, 5 being the entry level and 1 being pro level.
