23c is a REALLY WIDE tire! Mine are only 23mm.

"700 C" is a nominal rim size designation. The "C" is used as in A,B,C,D... A 700 C rim is actually 622 mm.

Likely the tires are 23 mm wide, although that tends to be only nominal, too, rather than actual.
