Are there any restrictions on wheel size for TT bikes(road) specifically having a 650c front and 700 c rear? Where can I find the rules? (I checked the book already)

There are no restrictions on different size wheels.

I looked in the rulebook and couldn't find anything but have heard several people bring this up- stating it isn't legal anymore. Does anyone out there know if this is true and where I could find the ruling? Thanks in advance

Like I said, it is not true. It is a UCI rule that the USCF did not adopt. You can find it in the USCF rule book, rule 1J.

The only real rules for bicycles per the USCF is:

1. No more than 2m long, 75cm wide
2. No windscreen or fairings
3. No wheels with a mechanism that can store energy
4. Handlebars must be plugged and not forward pointing
5. It must be adequate and safe for use in competition as determined by the chief referee.

I've ridden with a guy who used recumbant for TT (it was less then 2m).
Needless to say he was 4mph faster then on his road bike with aerobars.
